Quaternium-15 is a quaternary ammonium compound (QAC) used as a formaldehyde-releasing preservative and antistatic agent in personal care products. It preserves products by releasing small amounts of formaldehyde over time, a chemical known to be a carcinogen and endocrine disruptor.
